Pilotage services to vessels include dropping and recovering anchors, guidance and berthing/deberthing, ship to ship berthing, and shifting of vessels conducted by a pilot. According to Chapter II, Article 3, Paragraph 4 of Ports and Maritime Organization By-law, approved in February 1969, pilotage affairs are considered among important and sensitive port operations, and the responsibility for is vested with that Organization. The pilotage zone in Amirabad Port includes four areas of anchorage, port access channel, port access basin and berths.
Port Pilotage Zone
The specifications of the pilotage zone in Amirabad Port are:
1. Anchorage (36′ 53″ N, 53′ 23″ E), with an average depth of 9 meters;
2. Port access channel, starting from fairway buoys; and
3. Port access basin past the breakwater.

Ships Eligible for Pilotage Operations
Upon entry into Amirabad Port, all commercial vessels (regardless of their size) need to contact the control tower, request pilotage, and enter the port under the guidance and steering of the port pilot.

Necessary Measures by Ship while at Berth
1. The Master needs to ensure continuous contact maintained with the port control tower at all times while the ship is at berth;
2. Any minor or major movement of the ship may be conducted only after informing and seeking permission from the control tower;
3. Mooring ropes and other related arrangements need to be continuously checked every two hours at minimum while the ship is at berth;
4. Self-tensioning winches may be used after their proper operation has been checked, and their performance needs to be continuously monitored every two hours at minimum while the ship is at berth;
5. Continuous and adequate lighting needs to be provided on deck and at cargo loading or discharge areas; and
6. ISPS Code requirements need to be followed for embarking or disembarking the ship.

Conditions for Pilots Guiding, Berthing or Deberthing Ships:

Regulations:
1. Navigation: According to Regulation A-VIII/49 and 50 of STCW Convention, the presence of a pilot on board the vessel would not relieve the Master from his responsibilities. Therefore, the Master and other officers on the bridge need to communicate and cooperate with the pilot on board, while fulfilling their responsibilities for ensuring safety of the operations and the pilot.
2. Compensation: Under Chapter IV, Article 23 of the Iranian Maritime Act, the Ports and Maritime Organization would not be liable for accidents caused by the pilot.
3. Master’s Legal Liability: Under Chapter IV, Article 22 of the Iranian Maritime Act, “if the Master does not follow the pilot’s directions or the regulations related to port entry or security”, “the Master will be held accountable for any damage or accident resulting from his/her actions, and may be subject to punishments mentioned in Article 64.”

NB:
  1. Jetty No. 1 is used to accommodate general cargo vessels carrying cargo for NIOC. The draft 9 meter. Length 200 meters.
  2. The import of E.D.C. for Abadan Petrochemical Co. and G.O., Kerosene and unleaded fuel is carried out through this port.
  3.  There is no LOA restriction
  4.  Able to accommodate tankers around 100000 mts dwt.
  5.  Pilotage is compulsory and carried out from the outer bar to the inner anchorage by BIK pilots (Pilot Position: 29 O 59’N – 49O 04’E). After vessel’s arrival at BIK inner anchorage, NIOC berthing master boards the vessel in order to direct her to B.Mahshahr for berthing.
  6. Incoming vessels are met by tugs in the channel, about 1.6 Km below port limits. 2 tugs re used for berthing and unberthing according to state of tide, etc. Vessels arriving on flood tide, are tuned off the jetties by one tug and berthed Starboard side to jetty with 2 tugs. No anchorage is available at Bandar Mahshahr.
  7. Average rate of loading: 1,000 – 3,000 MT/Hours
  8. Tides: Maximum tidal range is 3.5 Meters.

Port of Khorramshahr Special Economic Zone (P.K.S.E.Z) IS located on the south-west end of Khuzestan plain, with geographical position longitude 48-9E,latitude 30-26N on the confluence of Karun and Arvand rivers. Abadan island is located 15km away from Khorramshahr and is connected by bridge. The distance between Khorramshahr and Ahwaz through Karun is 168km and the distance between Khorramshahr and Basra through road is 40km.

RECOMMENDED APPROACHES: Vessels approaching Kharg from the south, should keep at least four km. to the east of the Island. Vessels approaching Kharg from the north should keep to the west of the island, (outside the restricted area) as Khargu Island to the north, is very low lying and difficult to see at night until dangerously dose to. The Oil Company’s SIX BERTH “TEE” Oil Loading Jetty is located on the central east coast of the Island, and the SEA ISLAND three berth loading Facility is located close to the west coast of the island.
Average rate of loading at T-Jetty varies between 3,500 and 9,000 MT/Hour.
At T-Jetty, vessels are normally berthed on their starboard side, except at Berth No.6 where vessels are berthed portside.

Situated at the Westside of Kharg Island, Sea Island consists of 3 operational berths capable of accommodating vessels of all sizes including ULCCs.

  • At Berth No.11 vessels are normally berthed on their Portside and at berth No.15 starboard side, while at Berth No.12, they can be berthed either portside or starboard side.
SULPHUR & LPG LOADING TERMINAL :
Khemco Terminal: Operated by the Kharg Petrochemical Commercial Company,
A combined LPG & Sulphur loading berth exists on the south east corner of kharg Island. Single berth (LOA: 1180 & Beam: No limitation) with depth alongside 12 m consisting of one main and eight mooring dolphins can accommodate vessels of about 40000 tons dwt for loading of Crushed Sulphur and LPG.

LAVAN OFFSHORE
is an Iranian island in the Persian Gulf. It has an area of 76 km². The island has one of the four major terminals for export of crude oil in Iran
Island is located some 18 km south of Bandar Mogham in Persian Gulf (Lavan is the operating base for three offshore fields, namely, Salman, Resalat and Reshadat and has infrastructure facilities including process plants , storage and export system, utility and maintenance facilities, storehouse and loading jetty for support of offshore fields as well as the residential and social areas. Local airport handles personnel movements.
Operating Company : National Iranian Oil Company – Offshore Division
Produced oil from offshore fields is transferred to Lavan for final processing. Salman field 144 km south of Lavan Island , has one of the largest offshore complexes in the Persian Gulf.
APPROACH/ANCHORAGE :
Vessels should approach from the south, which is open and free of dangers. The approved anchorage area is to the east of the oil loading dock at 53 22’ E. Pilot age is compulsory and harbor pilot should be contacted on VHF channel 16 about six hours before arrival at Lavan Island.

There is no restriction for tanker up to 300,000 mts DWT.

Oily Discharging form the tankers are not allowed and Pipe Lines and clean Ballast must be ensured
Minimum 7 Terminal Staff should be accommodate on board during securing the tanker to SBM
Tankers calling Lavan SBM must be equipped with following equipment:
 
  • Operational inert Gas System.
  • Operational ODME(Oil Discharge Monitoring Equipment)
  • Approved type of bow fitting for SBM mooring
  • Crane or derrick on each side of mid-ship with minimum SWL of 10 Tons for handling cargo hoses.
  • Accommodation ladders in good condition on both sides.
  • 2 x 16-inch cargo manifolds on each side (Port and Starboard)
  •  Two smith brackets on forecastle head one on each side (port and starboard).
EDP AT LAVAN ISLAND
 Early Departure procedure (EDP) is available at both the jetty and Lavan SBM. Vessels not sailing on EDP basis must wait for 2-3 hours after completion of loading to collect cargo documents.

 

The Sirri Island is situated 76 km from Bandare Lengeh and 50 km eastern Abu Musa island, in the Persian Gulf. This island is one of six islands in the Abu Musâ Island Group (Hormozgân province) in Iran. It covers an area of 17.3 sq kms. The highest point on the island is 33m above the sea level. Like the other islands in the Persian Gulf enjoys a warm and humid climate.
APPROACH/ANCHORAGE : Vessels should be approached from the south, which is open and free of dangers. The approved anchorage area is 1.5 miles east of the lighthouse in depth of 60 m. Pilotage is compulsory and harbor pilot boards about 1.5 miles SE of the loading platform. On VHF channel 16 , master should advise his 72 h 48 h and 24 h ETA in advance of arrival .
 
JETTY Crude oil loading jetty situated at the south end of the island loading platform is equipped with three mooring buoys at each end, and has a depth alongside of 28 m. Vessels of up to 330000 tons dwt can be accommodated. Minimum L.O.A. 240 m, maximum 365 m. There are four loading arms and loading rates of maximum 15000 cbm/h can be achieved under favorable conditions.
Usually several ULCC’s are being used as storage vessels at the port.
